Osborn nominated to replace Gray in Assembly District 39
Nevada Assembly Minority Leader Gregory Hafen has nominated Blayne Osborn of Gardnerville to fill the District 39 Assembly seat vacated by Ken Gray. District 39 covers Douglas County and part of Lyon County, including Dayton and a portion of Silver Springs. Both county commissions must approve the appointment separately, then meet jointly for final approval. The Lyon County Commission was set to vote on Osborn’s nomination at its Oct. 16 meeting. Osborn is president of Nevada Rural Hospital Partners and has participated in every Nevada legislative session since 2009. Gray resigned after being appointed Senior Advisor to the National Cemetery Administration at the U.S. Department of Veterans Affairs. Notably, Gray defeated Osborn in the 2022 Republican primary for District 39.

City says $26 million fleet discrepancy tied to accounting code
The City of Fernley said a $26 million discrepancy in reported fleet spending for FY24-25 was due to an accounting code that combined fleet and grant expenses. The issue, highlighted by DOGE Nevada, made OpenGov.com’s portal show inflated numbers, including nearly $20 million in grant-funded projects under the Fleet category. The city has updated its accounting structure and is working to correct the portal to ensure accurate and transparent reporting.

Fernley City Council to hold public hearings on development, zoning changes
The Fernley City Council will hold three public hearings next week following first readings of proposed ordinances on Oct. 1. One hearing will cover changes to the 161-acre Red Hawk Ranch Development Agreement, including extending subdivision map expirations, adding all property owners, and relocating the community park. Two additional hearings will address zoning changes — one proposal to rezone 25 acres near Farm District Road from rural residential to single-family (SF6), and another to rezone the city’s planned 23-acre fishing pond park at 2305 Farm District Road from residential to Open Space and Parks (OSP).
