The Lyon County Commission selected Blayne Osborn as the nominee to fill Nevada Assembly
District 39 seat recently vacated by Ken Gray. Osborn was nominated Assembly Minority Leader
Gregory T. Hafen, II. Blayne Osborn and the nominee selected by Douglas County will be
considered for final appointment at a joint meeting of the Lyon County Commissioners and the
Douglas County Commissioners.
District 39 represents Douglas County and part of Lyon County, including Dayton and a portion
of Silver Springs. Because the district covers two counties, both county commissions are
required to approve the appointment of a replacement separately, then meet jointly to approve the
appointment.
Osborn is the current president of Nevada Rural Hospital Partners and has been involved in
every legislative session and special session in Nevada since 2009.
Gray resigned his Assembly seat after he was appointed by President Donald Trump to serve as
Senior Advisor to the National Cemetery Administration at the U.S. Department of Veterans
Affairs.
Gray defeated Osborn in the 2022 Republican primary for District 39.
Other actions from the meeting include:
Boys and Girls Clubs of Mason Valley : The Commissioners heard an update from Travis
Crowder and Nick Beaton from the Boys & Girls Clubs of Mason Valley. The Clubs currently
serve 1,500 kids and teens annually across Dayton, Silver Springs, Yerington, and Hawthorne.
The Boys & Girls Clubs of Mason Valley is expanding to meet the needs of Lyon County
families, including breaking ground on the Dayton Early Learning Center and seeking funding to
build a Silver Springs Clubhouse.
BBCJ Investors, LLC: Approved a request from BBCJ Investors, LLC to abandon portions of
access, utility, and drainage easements at the south end of Evans Avenue in Dayton, and to accept
a right-of-way dedication for the extension of Evans Avenue. The action applies to properties
located at 120, 125, and 135 Evans Avenue.
Advisory Board Appointments: Acknowledged the resignation of Katie Baker from the Silver
Springs Citizen Advisory Board as she was recently appointed to the Planning Commission.
Recommendations to State Engineer: Commissioners recommended the State Engineer deny
applications filed by the Walker Basin Conservancy Denied applications 94586 through 94588
filed by Walker Basin Conservancy on July 9, 2025 to change the point of diversion, place and
manner of use of water right claims of the East Walker River adjudicated in the Walker River
Decree. The Board directed County Manager to submit a letter of recommendation of denial
based on concerns raised in the Walker River Irrigation District’s protest (included in the agenda
backup materials).
Personnel Policy Revisions: Approved the Lyon County Personnel Policy Manual with
proposed revisions.
Utilities Update: Lyon County Utilities Engineer Kishora Panda provided an update on several
key infrastructure projects across the county. Current efforts include wastewater treatment
evaluations, lift station assessments, and sewer and water line replacements to support growing
community needs. Projects in pre-design and planning include the Silver Springs GID
Wastewater Treatment Plant Effluent Disposal Study, Sludge Dewatering and Disposal
Alternatives Study, Lift Station 1 Condition Assessment, and Industrial Lift Station Improvement
Evaluation. Design projects include the Rose Peak Water Main Replacement and the Highway
50–Dayton Valley Road Sewer Replacement (Phase 2). The Rolling A Wastewater Treatment
Facility Phase 4 Expansion remains under construction.
Nevada Clean Energy Fund Board Nominations: Nominated Commissioners Hendrix &
Jacobson as a potential board member to serve on the Nevada Clean Energy Fund Board.
Commissioner Travel: Commissioners directed County Manager Haskin to draft and update the
Board of County Commissioners travel policy and bring it back to the Commission for final
approval. In addition, the Board authorized Commissioner Keller to travel to Washington, D.C.
for the National Association of Counties 2025 Rural Action Caucus Fly-In November 1820,
2025 for an estimated cost of $1,500 (Passed 4-1, Commissioner Hockaday opposed).
Dayton Valley Dog Park: After reviewing recommendations from the Dayton Regional Citizens
Advisory Board, Commissioners approved 4-0 (Cassinelli abstained) to keep water usage costs
associated with providing water to the Dayton Valley Dog Park and offered to waive the $35.00
cost to turn off and on the water 2 times a year.
