Lyon County Board of County Commissioners meeting summary ― October 3, 2024

The Lyon County Board of County Commissioners convened on Thursday, October 3, 2024, to hear presentations and approve several significant agenda items.

Planning Items

  • Approved a Zoning Map Amendment from Lucas Homes and Development, LLC, to amend the zoning Map designation from Fifth Rural Residential District – 20 acre minimum (Title 10) to Community Commercial (CC) in conformance with the Sage Vista Specific Plan on 5.9 acres of an approximately 317-acre parcel, generally located north of US Highway 50 and east of Bryce Street in Mark Twain (APN 016-021-30) PLZ-2024-031.

  • Approved a Conditional Use Permit from Refuse Incorporated (Waste Management) to construct and operate a Transfer Station on two adjacent parcels totaling 5.34 acres located south of Almond Drive and west of Orange Lane in Silver Springs (APNs 015-261-13 and 015-261-16) PLZ-2024-039.


Other Board Action Items

  • Government Affairs: Commissioners approved upgrading the Emergency/Communications Manager to an Emergency Management and Government Affairs position and creating a Program Analyst position with an additional vehicle, services, and supplies, all to be funded from a General Fund Contingency transfer in the amount of $188,042. This change aims to insource lobbying services ahead of the 83rd(2025) Legislative Session following the recent retirement of Steve and Mary Walker of Walker and Associates, the lobbying firm previously used by the County for nearly 25 years.

  • Airport Ordinances: Commissioner Henderson proposed an ordinance amending Lyon County Code Title 15, the Lyon County Land Use and Development Code to define and allow for Private Use Airfields and General Aviation Airports; and other matters properly related thereto. In addition, Commissioner Henderson proposed an ordinance amending Lyon County Code Title 15 to adopt airport influence areas and other matters properly related thereto.

  • Rotary Plaque: The Board approved the donation of a plaque from the Smith Valley Rotary thanking community members and businesses for contributions toward revitalizing the Smith Valley Community Arena.

  • Human Services Grants and Contracts: Lyon County Human Services Director Shayla Holmes presented on the department’s grant process, including effective grant management and how the grants that are pursued stem from genuine community needs, fostering services that respond directly to what is necessary rather than what is fundable.
