Council approves agreement for Safe Routes to School study

At the Aug. 6 meeting, the Fernley City Council approved an interlocal agreement with the 

Carson City Regional Transportation Commission to complete a Safe Routes to School planning 

study. 

The purpose of the agreement is to set the terms for the city and Carson City RTC to utilize the 

Safe Routes to School program to complete an action plan for the schools within the city. The 

agreement says the city’s match for the plan shall not exceed $5,000 unless the city’s project 

manager authorizes a higher amount in writing. 

On June 12, 2024, the RTC approved an agreement with the Nevada Department of 

Transportation (NDOT) for the Western Nevada SRTS Program to enable and encourage 

children, including those with disabilities, to walk and bicycle to school; make bicycling and 

walking to school a safer and more appealing transportation alternative, thereby encouraging a 

healthy and active lifestyle from an early age; and facilitate the planning, development and 

implementation of projects and activities that will improve safety and reduce traffic, fuel 

consumption and air pollution in the vicinity of schools. 

The staff report provided to the council for the meeting states that city staff believe this program 

will identify specific safety issues for each school and prioritize short- and long-term 

recommendations for infrastructure improvements. The SRTS Program will develop GIS 

improvement maps for each school studied and within a two-mile radius. Maps will include 

existing school campus travel patterns, crossing guard locations, existing sidewalks, trails, multi-

use paths and other bike paths, bicycle and pedestrian traffic patterns, and high 

pedestrian/bicycle crash locations. 

The Carson City Public Works Department’s Transportation Division staff will provide project 

management for the SRTS Program and will work closely with the city’s project manager.
