City council to interview city manager candidates, make appointment Tuesday night

The Fernley City Council will interview three candidates for the vacant city manager position and appoint one to the position at a special meeting Tuesday night.

After directing the recruitment of city manager candidates be done in house by Human Resources manager Jacki Moxley, the council received seven applications.

All applicants were initially screened according to qualifications per Section 2.02.02(b) of the Fernley Municipal Code and by using the Applicant Score Sheet. As a result, the top five applicants were selected for an interview. The interview panel consisted of both internal and external public service professionals: The City's Director of Finance, the City's Director of Engineering, the City's Director of Public Works, the City's HR Manager, a local government CFO, a local government Comptroller and a local small business owner.

The three finalists are Melissa Evans, Patrick Marsh, and Robert Switzer.

Evans is a senior executive grants analyst for the State of Nevada in the Office of Federal Assistance, under the Governor’s Office. She was formerly the Tribal Administrator for the Washoe Tribe of Nevada and California.

Marsh was hired in January as deputy city manager and was appointed acting city manager following the resignation of Daphne Hooper. He was previously city administrator in Fitchburg, Wisc., city administrator and economic development director in Monona, Wisc. and village administrator in Coal Valley, Ill.

Switzer has been the Yerington city manager since January, 2019. He was previously city administrator in Ely and a fleet manager for Navajo Express.

The order of the candidate interviews will be determined by random drawing. Each candidate will be asked a series of questions by staff and then the mayor and city council will have an opportunity to ask for clarifications. Each interview is limited to 50 minutes.

Upon completion of the interviews, the mayor and city council will deliberate and the mayor will make a recommendation for appointment. After the mayor's recommendation for appointment, city council may make a motion to consent or not consent. They may also continue to deliberate.
