Hardie Lane groundbreaking scheduled for Oct. 23

The City of Fernley’s Hardie Lane Reconstruction Project is scheduled to break ground on Tuesday, Oct. 23 at 9 a.m. at the corner of Main Street and Hardie Lane. The public is invited to attend, along with all project stakeholders, including the Nevada Department of Transportation (NDOT), Lyon County School District, the U.S. Bureau of Reclamation (USBR), Truckee Carson Irrigation District (TCID), NV Energy, Southwest Gas, AT&T, Charter, and City of Fernley elected officials and staff.

The Hardie Lane Reconstruction Project extends from Main Street to Cottonwood Lane. The project will include construction of curb and gutter along both sides of the roadway, installation of a storm drain system, water main replacement, sewer main replacement, and a complete roadway reconstruction. Safety improvements include traffic calming measures around the elementary school and piping of the TCID TC-5 lateral from Westerlund Lane to Rachel Street. Lyon County School District will also be constructing site safety improvements at Fernley Elementary School.

The project has been included in the City’s annual budget approval process since Fiscal Year 11/12. The Fiscal Year 18/19 approved budget includes a total of approximately $6.8 million to complete the improvements.

Funding for the project includes the City of Fernley’s contribution, as well as Regional Transportation Commission (RTC) funding, and NDOT funding.

Due to funding coming from federal and state governments, many conditions were required to be met before beginning construction, including compliance with the National Environmental Policy Act (NEPA) of 1969, the Nevada Department of Transportation Right-of-Way (ROW), and Utility Certification requirements.

NEPA is an environmental assessment to gauge the potential positive or negative effects on the surrounding environment which includes biological, historical, archaeological and mineral studies. NDOT has a Buy American policy to ensure projects receiving federal-aid meet Buy American compliance.

City staff coordinated with local utilities including NV Energy, Southwest Gas, AT&T, and Charter to obtain their final design plans for the project. Staff was also required to obtain the USBR Consent Document which allows the City to work within the USBR easement and modify the existing facilities required to pipe the TC-5 lateral.

The City is excited to move forward on this project and anticipates completion by the end of fiscal year 2019.
