LCSO looking for two new suspects in Dayton shooting

The Lyon County Sheriff’s Office is asking for the public’s help to identify and locate the two individuals in the attached photos.

The Lyon County Sheriff’s Office is asking for the public’s help to identify and locate the two people who it has identified as new suspects in the shooting death of a Dayton man May 7.

LCSO released a series of surveillance photos showing the two men taken from a casino near the location of the shooting, and from a surveillance camera in Carson City taken about an hour and half before the shooting.

The Lyon County Sheriff’s Office is asking anyone who may know the identity of these individuals and/or their whereabouts to please contact the Sheriff’s Office (Agency Case Number: 18LY02021) at (775) 463-6620 or Secret Witness at (775) 322-4900.

At approximately 9:09 p.m. on May 7, the Lyon County Sheriff’s Office responded to a call in the shopping center parking lot on Pine Cone Road in Dayton of reported shots fired. Arriving deputies found a man, later identified as Joseph Mitchell Jarratt, 34, of Dayton, with multiple gunshot wounds and rendered immediate first aid. Care Flight was called in to transport the victim; however, Jarratt was declared dead before he could be transported.

Witnesses reported the suspects fled the scene in an older model Jaguar, which was stopped an hour later by the Douglas County Sheriff’s Office in Gardnerville.

On the evening of May 7, Tieler Ash Frayo, 17, of Dayton was arrested by the Lyon County Sheriff’s Office on a charge of open murder, and on May 8, based on a tip out of Douglas County, Malik Amir Avila, 17, of Gardnerville was arrested by the Reno Police Department, also on a charge of open murder. Both Frayo and Avila are being held in the Washoe County jail.

On May 9, an arrest warrant was issued for Jonathon “Johnny” Ortiz, 16, of Carson City in connection with the shooting. Ortiz is charged with open murder. He is also known to frequent the Carson City, Reno and Gardnerville areas.

On May 10, the Sheriff’s Office released the photos of the two additional suspects deputies believe are also in the shooting death of Jarratt.

In a release, LCSO administrative director Michael Carlson said the investigation appears to indicate the shooting of Jarratt is the result of a marijuana drug deal gone bad in the parking lot of the Dayton shopping Center on the night of May 7.

LCSO is asking anyone who may know the whereabouts of Johnny Ortiz, the identities or whereabouts of the two additional suspects or have information related to this case to please call the Sheriff’s Office (Agency Case Number 18LY02021) at (775) 463-6620 or secret Witness at (775) 322-4900.

Secret Witness is offering a reward of $2,500. Any person who directly contacts Secret Witness and provides information that leads to an arrest and prosecution will be eligible for the reward. To qualify for a reward, an anonymous citizen has to call Secret Witness, and they will receive a code number for identification purposes. If the information leads to a solution of a crime and subsequent indictment the caller is eligible for a reward. The reward is paid in cash and delivered to the caller at a time and place only known to Secret Witness.
